Barret Tyrell sees this as a fair reward for stopping King Allard.

Warren Blackwood looks to Randal Lannister. "I was informed that it was you who urged Allard to crown himself in the first place. Is this true?"

"No, my lord, Allard crowned himself, i was but his emmisary. I had thought ill of his grace" nods to Callen " due to the fact that we had a small disagreement in his Throne Room, but i believe that that is settled now.
Also, i tell you, i did not know how Baldwin had died, i had only Allards letters, so i believed what he told me, that Baldwin had wanted to rebel, and that he was simply carrieing out his fathers wishes."

Emelia raised her voice. "I will speak on this matter. When gathering alliances against Callen during the war, Baldwin and I had begun to correspond regarding a potential coalition, but it was in a -very- preliminary stage and Baldwin had made no commitments either way. Baldwin himself remained neutral, as Dorne did, during the War of the Three Kings."

Randal turns to Emelia, "Yes, Princess, Allard told me that Baldwin had wanted to rebel, i simply thought that Baldwin had conferred more in his son than in myself. Only when i returned to the Rock did i realize the truth, and it would have meant my death had i gone against him. Only when he was weakened by conflict could i stop him."

Piers laughed, "Baldwin's plans you wish to know Baldwin's plans. Well I can tell you a little." He holds his fingers an inch apart from each other. "Baldwin would never have declared himself King of the whole realm. He might not have supported Callen, that is true. But since Callen was not King at the time, in any way but title it can hardly be seen as treason."

Randal looks at Piers, a dark look on his face. "Why Piers, you were in Baldwins close confidence, you know he would not have told me his plans, i just assumed that Allard did know his plans. You were assumed dead, you were not there to correct me. Allard was my lord, and i followed him, as i followed Baldwin.
I admit i made a mistake, but i made that mistake out of misguided loyalty, rather than treasonous intent."

Emelia nodded. "Indeed. Up until this council, any struggle against Callen by the Lannisters cannot be named "treason," and we should probably avoid using that word unnecessarily."

Rhodri Arryn addresses the discussion. "I spoke with the voice of the King when I named Randal Lord Regent of Casterly Rock and the Westerlands, to rule until Lady Jeyne Lannister comes of age. We will discuss Allard when he is tried, but Lord Randal's seat is assured, given the terms he accepted when we spoke."

Randal nods, "Thank you Lord Rhodri." And then he sits down, letting others speak.

Emelia spoke. "I have also heard, on the subject of terms, that certain of the new Lords of the Realm intend to swear their oaths with reservations. Should they be elucidated now?"

Randal rises once again, an almost pained look on his face.
"You speak of me, Princess, and i do agree, i shall swear featly to his Grace Callen Baerathon or to his Hand Lord Rhodri on this day, but i shall do so if the King is kind enough to recognize the Treaty of Sunspear." A agonized look comes over his face "Your grace, just accept the treaty, make your peace with the realm, and let this be, let it be."

"An oath made with stipulations is not much of an oath, at all, is it? And there was no mention of this when we completed our agreement at Casterly Rock," the Hand says, though his tone is not confrontational.
