Before Balor left Callen gave him a nod of thanks, "Lord Balor, you have my thanks for coming to this meeting." He then addressed the other, "The Large Council shall be formed to hear the needs of the smallfolk, it shall remain in an advisory capacity, the same as the small council. Authority over the laws, and customs of this land shall remain in the hands of any lords or ladies. The Large Council shall be reserved for any station up to that of a knight. Anything above that is prohibited." There were some cheers, and happy murmurings, some grumpily accepted it, others didn't care, and there was that small number who looked on angrily, but they would come into the fold with time.
Callen switched subjects, "Now, the small council and I have discussed the matter of the Free Cities, and I have invited the delegates from the cities to come forward." A few distinctly dressed men stood. "These honourable delegates have sent me several request, nay commands. They tell me that I must eliminate the tariff, they tell me that I must compensate them for the damage done to their goods by Aedon. Finally they ask for a spot on the Gold Consortium and that I visit the Sea Lord in Braavos." He turned to address the delegates. "Here is the terms I give. The tariffs shall be reduced, but not eliminated, and only slightly lowered for luxury goods. A rotation of two members of the Free Cities every three years shall be granted for membership in the Gold Consortium. Lastly, I cannot be held responsible for the loss of any goods in the burning of King's Landing. If compensation is needed the Free Cities must see to it that they draw it from the Iron Bank."

Falatir Razoon steps forward and bows, "We find that acceptable. Unfortunately things have been complicated by the death of Symio. Lys and Tyrosh both accept your deal with no more conditions," He and Delano Rahrthis of Tyrosh, bow to the king.
Falatir continued, "And since we are friends again, I have some advice. As you can see, Braavos and Myr are not here today. Symio's murderer must be captured. Braavos will never forgive you until that crime is solved. So I recommend you find a killer and convict him soon." Falatir winks and smiles.

Emelia looked at Tallahar icily as the argument wore down.
"I advise you, Tallahar Tyrell, to retract what you said when you called Randal Lannister a child of incest. You have placed insult upon my kinsman. Your hate for him is your own affair, but do not dare to cast aspersions upon the blood of Serena Nymeros Martell."
Emelia bore no obvious weapons, but then, that didn't mean she wasn't carrying any.

Randal nods, remaining seated and sedated, but he still looks angry beneath.
"Lord Tallahar, we have come to some sort of truce. But know this, if i feel i am threatened again, i will not hesitate to do anything to protect myself. As you know, we murdering incest children are prone to strike in anger." As he says this, he gives him an poisinus smile.
He then turns to Callen, seeming to totally forget Tallahar. "Your grace, i have two things. One, i would be glad to lead a force of Lannisters to the North to stop this rebellion. Also, may we kill my cousin yet."

"Wanting to be away with competition are Randal afraid of Allard would do to you."
With a smile from what he had said he turned to the Silver Princess, "You want me to say sorry for saying what he is, Randal is the descendant of Jaime and Cersei Lannister, if by incest do I insult all people of that heritage if I did that then I would insult Prince Aemon The Dragon Knight and i would not or i would insult His Grace as the Baratheon have blood of Old Valyria in them that is all i meant Princess."

Emelia looked at Tyrell. "You used those words as a deliberate insult, Tyrell. Be mindful of your tongue and do not insult Randal's heritage further."

Emelia looked to Tallahar Tyrell. "You are beneath contempt, Warden Tallahar Tyrell, and your every word and deed disgraces your family, your Kingdom, your King and your faith. You fling imprecations freely when you have already been forbidden to defend them. Nonetheless, I call challenge upon you, and if your King will permit it, and if your courage is equal to your idiocy, then Ser Timm will meet you on the field at your earliest convenience with Dawn in hand."
Emelia turned to Callen Baratheon. "Will you permit your Warden to answer this challenge, or will you prevent him from facing the proper end for someone of his foolishness?"

Callen almost rolled his eyes, "No I will not permit it. If I refuse to allow Randal to duel Tallahar, there's no reason to allow you to. Tallahar, I ask you once more to restrain yourself." He inclined his head to the delegates from the Free Cites, "I shall have Lord Horas look into the murder with all expediency."
He then raised his voice, so that all could here. "Now my lords, we shall settle other business once and for all. And may we all gain some profit from this meeting."

The council dragged on, old feuds were settled, titles were given, and lands were fixed. When the final day came and the feast was held many lords left feeling satisfied that all had been accounted for.
