Edmure for once smiled and for a second looked like a normal ten and nine young man. "No Your Grace I do not compliment you to win favor. You a new to the throne and new to Westeros. I admit myself and many follow you because of Selwyn trusting in your rule. Give it time."

As if I have any other option. And yet she liked this honest young man. Many others who followed her banner were honest, sometimes too honest, and said things to her they'd never dare say to a male ruler. Lord Dawnrose, at least, spoke as he ought. Rhaenys appreciated that.

Consuela, her maid, brought her the message from Perestan. She turned to Edmure.
"My lord, excuse me, I have another man seeking my attention. I'll bid you good day. Consuela will show you out."
When Edmure had gone, Perestan was shown into the tent.
"Good day, Maester Perestan," Rhaenys said. "What has brought you to me?"

"A matter of state, my queen." Said Perestan and bowed "In the south we know practically nothing of, the cult of the dead god probably either corrupted or destroyed the Citadel. The few maesters here at the North are certainly loyal, but I suppose they will all agree with me on the matter of the Citadels corruption." He made a pause "My queen, I am fifty years old. In the secular world, a lot, but in the maesterly one, still young. I have traveled all over the Free Cities, rode through the Great Grass Sea, walked over the Red Waste and sailed through the straits of Qarth. I gathered knowledge wherever I came, more knowledge than any maesterly collar will ever be able to show. The Citadel hasn't assigned me to any household and I followed lord Corbray because he was my relative. I fought the Others with the mysteries I acquired at the east and observed your dragons to learn more about them. Now, I offer my knowledge and staff to you my queen, and I would serve you as your grand maester." He bowed his head waiting for the queen's reply.

His nerve took her breath away. He must know that what he asks is impossible. She looked at him in shock and dismay before regaining control of herself. Her mouth turned to a firm line and her eyes narrowed. She kept him waiting for a long minute before she answered.
"No, Perestan, I cannot grant your wish, no matter how learned you are. I wish to preserve the customs of the Seven Kingdoms, only changing what may be improved. I may be an ignorant outlander to one such as you but even I know that the proper way for a Grand Maester to be chosen is by his colleagues at the Citadel. You are correct when you say that we do not know if the Citadel survives, or what other effects the cult may have had upon it, but that is no reason for me to ignore the customs of a thousand years and more. When the time is right, I will order the maesters who remain, here in the North as well as elsewhere, to convene and appoint a new Grand Maester. If that is you, I will be happy to have you on my Small Council. If not...you will have to accept it as the will of both gods and men."

"I didn't make my point, Your Grace. I wouldn't serve you as a permanent grand maester. It is the conclaves decision, I was just pointing out that a new conclave and maybe a new Citadel will have to be made. It will maybe take us a year to come south and I am offering my services until that time comes."

Her expression didn't change.
"Ther services of loyal men are always welcome, but I already have a Maester within my personal household. Maester Gawen has served my mother's family ever since he took the chain, following my mother away from Westeros, and back again when she asked it of him. Would you see him cast out in your favour?"

Perestan frowned "Of course not, your grace. Such a thing would be rude and even more than insolent. I offer you my knowledge for your use. Be it my knowledge of healing, history, heraldry, genalogies, dragonlore or even higher mysteries."

"I understand." He nodded "Also, I wanted to ask you for the right to gather all the surviving maesters that came north and that are currently here. Then I could, with Gawen's help, of course, organize them in groups to do certain things. Some could archive and record the events of the last battle and everything else, some could organize a hospital and such things in order to help as much as we can."

"A good idea," she said. "Make a start. As to the other maesters, you will make sure they are not placed into difficulty with the houses they already serve, and the same applies to the lords themselves. Every master currently in service to a lordly house - or a knightly one, for that matter - must be able to continue that service. If there are any circumstances where that is not possible, you will bring the case to me, Perestan."
