Here is the character creation template we all use on this site, with instructions on how to fill the template out easily.
For starters, you want to decide your character. That's pretty simple to do if you've got an idea...you can really be anything on this site, but there are some minor limitations on who you can play as depending on each individual family tree.

If a character is listed as (PC) or (NPC) it is taken, though if it is an (NPC) you can definitely message around and see if you can take the (NPC) as an actual character.
Another important note is that you can definitely create a character who -isn't- on a given genealogy. Just try and explain their relation to the already listed family.
1) Character Name: Choose a name you want to play with for a while. If you're having trouble look through the books or the www.westeros.org website. Furthermore, remember that GRRM more-or-less uses English names with minor changes (Richard to Rychard).
2) Character Age: How old do you want your character to be? Recognize that time does pass, and you may want to play your character at different stages. A good starting point would probably be early 20's.
3) Character Nationality (Stormlands, The Reach, etc): Where is your character from? This is fairly easy.
4) Character Byname: Is your character known by a popular nickname? (Like Kingslayer, Bittersteel, or the Knight of Flowers, etc)
5) Character Skills (Choose 2 beginner skills, 2 novice skills, 2 apprentice skills, and 2 noteworthy skills and 1 expert skill): What kind of main character do you want to have? These skills allow you to go into virtually any field.
6) Character's Second (Choose 2 beginner skills, 2 novice skills, 2 apprentice skills, and 2 noteworthy skills): These are the skills for your second character, who will be slightly less skilled than your main character at the start. He/she should have the same loyalty (The Crownlands, The North, etc), or be of the same family as your main.
7) Character Personal History: Where did you character grow up? What are some important events in their lifetime? Read over the site's time-line for help with ideas.
8) Character Physical Description: What does your character look like? Remember, not everyone is the most handsome or most beautiful person in Westeros.
9) Character Reputation: What is your character's reputation, and how far does it stretch?
10) Your AIM, MSN, Yahoo, ICQ or email address (so other players may have the opportunity to contact you). These are ways of contacting you, but it is also recommended to hop into the chatroom (located on the top bar). There are often players gathered there to talk about the game.
