Yeah, usually you can just make up a character however you want, but some houses have a set history that you need to make sure to follow, the Lord Paramount houses especially.

Ok this is what I came up with, let me know if there are things I should change. Also if Irwyn would rather not me play this character let me know too, I'll pick someone else. 2nd character to be added later. Also if it is possible to make Robert slightly older, that would be great.

7) Character Personal History: Growing up as heir of the Hightower, and son of the Lord Hightower, Robert did not spend much time with his busy late father. Possesing a naturally curious mind, quickly got bored playing with his siblings. Robert spent most of his time learning from his personal tutor from the Citadel, Maester Cuy. Nothing pleases Robert more than finding out how things work, and using that knowledge to his advantage. At the age of 8, he designed and commisioned the construction of his first toy crossbow.
Paranoid of his losing his seat of Oldtown and of his own life, Robert is reputed to have never descended the Hightower since the death of his father Justin Hightower in 546. Already a little spoilt from his privelidged upbringing, Justin's death has made the new young lord impossible to manage. His tantrums have become worse, his behaviour erratic. Growing up, when Robert did something wrong, the serving boy Jona took his beatings for him. Instead of making him feel shame though, deep down inside it excited Robert. Now that he has come to Lordship and no longer whipped, Robert has promoted Jona to first whipping boy - this time Robert personally does the whippings for his own pleasure. Lately though, Jona's callused buttocks have proven a challenge, and Robert has been devising new ways to inflict pain on the adorable Jona.
This is not to say Robert can't be charming on his good days. He knows not everything can be gotten by tantrums, and sometimes being nice achieves a better result. Posessing wit and humour, Robert is at times able to overcome his warped sense of reality and appear affable, charming even, like his late father.
Unlike his regent Lord Irwyn, the death of his father and the influence of Maester Cuy has lead Robert to reject the Seven. He respects his regent's ability as a warrior, but doubts Irwyn's ability to run the Far Reach, and looks down on his religious beliefs.
8) Character Physical Description: Fair haired, green-eyed with well-chiseled facial features. Tall for his age with a thin wiry frame, and very pale skin.
9) Character Reputation: Not much is known about the reclusive Robert outside of Hightower. There have been however rumours of human flesh being used to feed the flame atop Hightower. Whether as an offering to R'hllor or some perverse fetish, the rumours vary.

Also wanted to ask, IF I chose to play a minor Harlaw, what action type opportunities there be for the character, especially during peace time. If I went out to do some piracy in a scenario, would I be able to make it up in a scenario that I found a ship and raided it? Or would I have to roll on trying to find a ship to rob? I'm assuming there'd be less intrigue type opportunities for such a character.

Yea thats fine. It is quite a common Ironborn Style Scenario a bit of raiding or piracy.

Unless, of course, you wanted to hit a ship that specifically belonged to another player, or even maybe an important NPC--that sort of thing is always rolled, when there's more than one player involved.

7) Character Personal History: Creyon grew up as a ward at Ten Towers and came into early inheritance of his father's seat as Master of Harridan Hill at the age of 16 when his father died of the flux. Growing up at Ten Towers, gadgetry fascinated him, and much to the dismay of his distant Harlaw relatives at Ten Towers, young Creyon would often go to the Book Tower to read up on the designs of seige weapons. He showed little talent in the handling of bigger weapons, preferring the crossbow and shortsword when needed. Creyon was often ridiculed for his poor fighting skills at the Ten Tower training yard till one day one of his sparring partners started vomiting at night, unable to retain any food he took in. The vomiting continued for a week till the man eventually died vomiting his blood and guts out. Rumours started, accusing Creyon of poisoning his blunted blade and infecting the man when he made a gash in the man's neck. Whether deserving of such a feat, it has not been proven, but he has proudly carried the nickname Creyon Cheaptrick ever since.
Moving back to Harridan Hill was more of a symbolic one than a physical one, as his father's most trusted friend and reaver, Vrol Volmark forced Creyon to reave with him on his father's Iron Maiden. More recently, Creyon took part in the Ironborn capture of Bear Island. His skillful role (no one will ever confuse Creyon as brave) in the taking of Bear Island has done much to repair his reputation among the other Ironborn and especially with the other Harlaws.
8) Character Physical Description: Skinny, average height, black hair and tanned skin.
9) Character Reputation: Rumoured among those in Harlaw Island to have poisoned a sparring partner when young. Also somewhat known for his mechanical innovations.

Well, the point is Crayon isn't Westerosi. What about Creyon, or Creon, or something like that? Just try to make it seem Westerosi.
Also, what are you thinking with mechanical engineering? My point being that there aren't really any 'mechanics' in Westeros, maybe take just engineering?

My point being that there aren't really any 'mechanics' in Westeros, maybe take just engineering? Okie dokes, I've edited the name. With the engineering thing I was thinking along the lines of crossbows, and especially Arbalests and Ballistae which incorporated the use of a winch or windlass to 'wind up' the weapons.

Yeah, Creyon seems pretty Iron-y to me.
Ah, okay then, I just wasn't sure what you meant by mechanical. Although it might we worth keeping in mind that Ironborn use a longship and an axe, and not much more.
