Lord Taggarano stood, and nodded, "I understand. And respect your desire to include almost everyone in your decision." He smiled, and bowed. "If there is nothing else?"

"As it please you your grace." Justin said, bowing, "Lord Tagganaro, I apologize for such a protracted discussion, such are the ways in Westeros. Numerous chefs...broth, etc. But I shall make the case as you described it most eloquently, and I shall inform you of what I hope will be a favorable result."

Ullher shrugged, "There are no multiple chefs in Braavos. But I do understand that food is prepared differently here in the West."

Lord Justin Hightower arrived at the apartments of the Queen, and nodded curtly to her guards as he was led inside.
"Your Grace," he said quiet, but firm.

Justin sat, and placed his hands palm down across the top of his knees.
"You requested my presence your grace?"

"Of course your grace. The verdict was an unqualified no." Justin shrugged.
"However, a new proposal was floated to the council. It was agreed that the Lord Paramounts each purchase up a portion of his grace the King's debt. They have each done so. I am still calculating the amount of the purchase, but it should be at least a noticeable reduction in cost. The remaining debt will than be transferred to Lord Tagganaro. Lord Delinal should have minimum complaint, since it was a significant restructuring rather than simply moving the debt."

"None of the Lord Paramounts have been told what the others agreed to pay. It was done in order to encourage each towards generosity, and to minimize the possibility of politics interfering in what was a financing decision." Lord Justin said.

Justin raised his eyebrow, "They will be kept in the dark as long as I am keeping the books your grace. It would be ill done of me to tell the small council and the Lords of the realm that I will do one thing, and than do another. There are words for people who do that, and it starts with a T, and ends in a hanging."

Lord Justin blinked several times before speaking. "Your Grace. Our families have been friends for a long time. You honored my house by coming to my wedding. I had hoped that some of the respect I imagined you had for me, was because I am a man of my word. The word I gave to the small council was that each Lord's contribution, which was, I should point out, entirely voluntary on their part, would not be disclosed." He was quiet for awhile, but spoke again before the queen could stop him.
" Now I am not so foolish that I am not aware that you have the ear of his grace, and were you to choose to do so, you could force me reveal the specifics of this plan, or to resign, or simply place me next to my wife's Uncle below the Red Keep. But I don't think you want to do that, because than you would lose a friend at court. A friend, who, although he does answer every question you pose him, you can trust to be loyal, and tight lipped, with your own efforts."

Justin held his tongue a moment longer. "your grace, I did not give my word to not tell anyone about the contributions, unless I trusted them. I said I would tell no one. Of course I trust you, that is not the issue. Lord Lannister is a Lord Paramount like the others. He received my note, like the others. He either chose to contribute or HE DID NOT, like the others." Justin did not so much raise his voice, as emphasis each syllable carefully.
"Now should I excuse myself so that I may begin packing my office for the replacement you'll have his grace appoint, or are you satisfied that a councilor who keeps his word may yet have value to you yet?"

"If you say that you have tried without success to free him, than I believe you. You are a woman of your word your grace." Justin said, bowing. "I suggest you do not inform the other lords of court of that, they may underestimate your influence upon his grace, which would be detrimental to you in future efforts of yours."
"They were free to contribute or not contribute. Whether it was nothing, or a copper farthing, or a million dragons, I promised not to divulge. But we did raise a remarkable sum. Your lord husband's lords proved very generous."

Justin shrugged, "If I did not think that the promise of secrecy was an aid which convinced the Lords to generosity, than I would not have been insistent upon it. If your Lord brother's dislike for the Lord of Casterly Rock is great, he should come to Oldtown, I assure you his hand would have a cold drink in it as long as his lips had a foul word about the Whirlwind on them. But my people have a great love for the Clankiller also. Hosting the citadel, my people have an appreciation for our history. And a long memory."
