Quentyn arrives from King's Landing, still wearied from the journey. He delays only long enough to change into clothes more presentable for a meeting with a king, then states his name to the guard outside the King's door and requests entry. Bannen Keath accompanies Quentyn to the door, still clad in his mail and leather.

Daemon greeted Quentyn, and lead him into his study. "I hear you have had some trouble in the capital."

Bannen waits outside; Quentyn enters the King's solar and bows deeply. "There have been some riots, Your Grace," Quentyn acknowledges, "But it seems tempers are beginning to cool."

"I am not sure I follow, Your Grace. No man can be everywhere in the realm at once to adjudicate every dispute or trial, not even the king."

The King nodded, "But I want men who I can trust rendering my judgment all across the realm. I was thinking that perhaps you could start a branch of my Gold Cloaks in the cities, to see how my idea."

"All of the cities?" Quentyn asks. "It could be done." He pauses a moment, then states the obvious, "Though your lords may be displeased."

Daemon nodded, "They are already displeased. This will just give me an edge on them." The King smiled, "I want actual justice as well, as much as we can anyway."

Quentyn nods. The challenge of the task had his mind whirring, despite his misgivings of the man who stood before him.
"It can be done, Your Grace," He repeats. "I will need a larger budget, and I want to be able to choose the commander of each city watch myself."

The King nodded slowly, and added, "I will want to met the commanders as well. Unless my schedule conflicts, but you shall select the men entirely on your own."

"Of course," Quentyn says. "Might I also suggest that this process be done in steps? As Oldtown has no formal lord, and the Citadel is not a military order, I believe it will be easiest to establish the Goldcloaks there first. It also has the advantage of being the largest city in Westeros. Once we are firmly established there, moving to the rest of the cities will be simpler."
