Lord Horas' agents were selected as the tool, so that we would suspect him and kill him for a traitor, while Piers is down and unable to serve as a Regent, leaving confusion in their place.."

Andry snarled, "You run right past the easy explaniation towards complicated plots. It must be a danger of your position always seeing eight plots behind a fart in the morning."

Francis lifted his hands, palms open, in a sign of submission. "Your Highness, I believe firmly that my theory is the correct one. It takes into account all of the available information. If Horas Blackwood did the crime, why use his own agents rather than some outside source which can be traced back to him? Why slaughter the wall snoopers, rather than simply ordering them out of the way? Why not return immediately to King's Landing, using all the authority of the Hand to suppress any investigation, and put away dissent? Horas as the true conspirator leaves more questions than it answers."

Seth remained impassive, though the dark circles under his eyes and his red lidded consternation might make one wince.
"We are here to solve this puzzle. What new information have you offer?" He asked Andry.

Andry shook his head, "Every sign points at Horas and you claim they all point away. I am beinging to think that some one should investigate this crime who was not appointed by Horas Blackwood."

"Lord Seth Falgrave was appointed by Lord Rhodri Arryn, and the Lord Piers Bettley. I have shared all my findings with him. Lord Falgrave, have you an opinion on this matter?" Francis said, ignoring the slight to his honor. If Horas was guilty Francis would have the evidence to prove it by now. It simply wasn't there. The only evidence of Horas' guilty were the carefully laid bread crumbs, meant to direct the investigation that way.

Andry leaned forward, "You did not say you agreed with Lord Varner's opinion. Do you? I am not running the investigation, so my biases do not matter, your and Lord Varner's do. So answer my question."

"Would I be here if I did not agree?" Seth asked. "It is more of aligning with the facts than with the suspicions. I believe if we continue our course, we will have the answers. I am not convinced of everything, just that it would be very strange for the Hand to act as these men have done."

As for matters of espionage, your seek the opinion of your Master of Whisperers. I'm not here to give an answer you'd prefer, I am giving you my considered opinion. I have co-opted the agents of others before, I know how it is done. This case has all the classic signs of such an operation. Use that information in your decision making or do not, but my opinion remains the same."

A number of men in the livery of the Hand enter the Small Council chambers. In the lead is Ser Brandon Rivers, personal guard captain to Lord Horas.
The guardsmen stand at attention near the door, and Ser Brandon approaches the table and bows low to the assembled councillors.
"My lords, the Lord Hand Horas Blackwood wishes for me to convey that he has entered the city and wishes to convene a meeting of the Small Council. As you are all present, I give my sincere apologies for the redundancy. Lord Horas will arrive shortly."

Horas Blackwood walks into the room, flanked by a few more of his guards. He takes his customary seat at the Hand's spot at the council table.
"Greetings, gentlemen," Horas says calmly. "I have only just arrived in the city. Tell me, how fares Lord Bettley?"
