So Barret send me a marriage proposal for his firstborn son and Jeyne Lannister. Obviously, I have to say no, but I want to do so without creating an incident. Any thoughts?

That is committing us to Cedric pretty early. We don't know much about him. And that might create a struggle between him and Randal. I had hoped to keep her as a bargaining chip for longer. I just didn't expect a play from Tyrell. For one thing, Randal and Tallahar have built up such a rivalry that to essentially agree to make the Westerlands a Tyrell property would create huge problems.
Not to mention he doesn't have a son, not yet. While I know in this game we decide when they pop out, in theory an engagement to a nonexistent person doesn't make much sense.
The final issue is that Rhodri officially named Jeyne Ward to the King and her husband is officially his choice. That appeared in a RP thread a while ago.

Eh, I'm not thinking along the impossible price lines. I think we punt it to the King, but tell Callen in no uncertain terms he has to say no. And he really does -- no king could afford to have the entire power of the West and Reach in the hands of one man. It's an automatic threat to his rule and his dynasty.
