Mistress of Whispers - Lady Aranya Royce (secret)
Master of Laws - Lord Robb Tarly
Master of Coin - Lord Francis Blackwood
Master of Ships - Lord Erik Coldiron
Roland's come back with a few concerns, as has Aranya onthe MoW role to my surprise so how about:
Master of Whispers - vacant - I really can't think of any PC to do this role and Benfry obviously has reservations on the last two encumbants so I'm stumped for now
Mistress of Laws - Lady Aranya Royce
Master of Coin - "stormlander tbc" - asking Breck about this at the moment
Master of Ships - Lord Erik Coldiron

What were Aranya's concerns on MoW?
Who is the High Septon and Grand Maester?
Would it be wise to create a special temporary seat concerning Dorne?

She felt she wasn't sneaky enough (or suited, character wise)
"Jon" was the last High Septon I know of - nutcase who killed the last High Septon to take office

Brandon Stone is working to make himself into a whisperer, but he's not at all well enough known. We could make a political appointment... FR, Mander, Iron? Maybe an NPC? Courtier in KL?

Could always just declare the post abolished - at least openly. That way it may lull people into thinking that no-one is watching them.
Privately, the Stranger has Francis' young accomplice "Flea" and Franny's old network helping Benfry out with information as and when he gets it.
I agree about the Governor-General thing

For Master of Whispers Rickon puts forth a new name, Elena Plumm. And then hands a note to Benfry with Three Blue beetles sealing it giving her his recommendation.
