"What does he think of his claim? What kind of question is that?" Nero snorted with mirth.

Steffen does not join in with Nero's laughter.
"I just want to know how the Targaryens are seen in Braavosi eyes. Is Lord Delinal fully supportive of them? Or does he consider them something of a nuisance.
Again I'll ask, what does he think of Aellion Targaryen in particular?"

"Prince Aellion is an honored guest." Nero said, his eyes hardening instantly as he glares directly at Steffen's bald head.

Steffen stays silent for a moment, waiting to see if Nero will add more. He doesn't, so Steffen just gives a slow thoughtful nod. He frowns as he catches the man staring at his scalp, but mentally shrugs it off.
"So were I to ask favours on behalf of Prince Aellion, and the men who serve him, how willing would the Sealord be to grant those favours? And more to the point, what, if anything, would he require in return?"

"It would depend on the favor, but I would be remiss were I not to point out, that putting a guest up for the night, and simply giving him your coin purse, are not at all the same thing."

"Of course, of course," Steffen replied stroking his chin.
"So I'd imagine a favour as large as borrowing part of one's fleet would be quite costly."

Nero laughed again. "By all the gods, you are a tiresome lot. I've told your lord Velaryon on two occasions that we are not going to intervene in this civil conflict. It is not the policy of Braavos to intervene in such affairs. Anyone who wishes asylum here in Braavos may have it, but we aren't risking our ships, and our treasury, for some flight of fancy."

Steffen reddened somewhat, unaware that Velaryon had already been rejected twice by the Bravos.
Composing himself, he looked at the man with his head tilted sidelong. "What if it wasn't just for 'some flight of fancy'? Would that be considered? What if Braavos had much to gain from supporting the Targaryen cause?"
He pre-empted a further question from Nero. "I'm talking land. Valuable land. And large amounts of it. Power too."

Nero held up a handkerchief to his nose to hide a deep sigh, "Do go on."

Steffen didn't look amused at the man's apparent unenthusiasm.
"It makes perfect sense to aid a King returning to rightfully rule his gigantic kingdom. Can't you see that? There will be dissenting lords stripped of their lands and titles, and these will be redistributed amongst the faithful. Has not Braavos any ambition?"

"Among the faithful... Westerosi. Braavosi rule in Braavos, we have never had delusions otherwise, look around," Nero gestured towards the enormous, opulent palace, "Does Lord Delinal appear to need a few more acres of cow pastures? A few more pig farmers which needs be taxed? I think not. Committing such serious resources to some campaign of rebellion does nothing but empty our treasury, and anger the present boy King should you fail, which seems quite likely given that at last accounting, you had perhaps twenty ships, and less than 5,000 men. Now of future events should... change the balance of accounts, we will give your request another examination, but at present time I must say, it is not in our interest. "

Steffen sighed inwardly. Outwardly he looked stiff and bristly.
"I understand what you are saying," he almost snapped, "And I thank you for your time. I beg your leave for now." He offered a very small bow and turned without being granted the leave he called for.
He left the room muttering under his breath something inaudible which may have been about him wasting his fucking time or the scumbag Braavosi in general.
