I think we ought to go by what we know of dragons from the books. Which seems to me to suggest an intelligence on par with dogs, and pigs. I.e that they can learn tasks and verbal commands, but not engage in higher order thinking of a kind with chimps gorillas etc.

It might be allowed in special circumstances. After all, it's suggested that hatching a dragon egg needs the help of sorcery. I don't remember if The Princess and the Queen gave any more information about hatching during the period before the dragons "died out" but in Dunk and Egg and the novels themselves magic is certainly considered a factor. There's a quote somewhere about magic leaving the world when dragons did, and it's probably not a coincidence that dragons returned at the same time the magical forces are active in other ways.
But ASOIAF aside, I was referring to my Arthurian site in which Claire played an evil sorceress who wanted to take over the known world and Zack was her knightly companion who got his hand bitten off by Bearic.

At the very least, the Targaryens are one of the few non-Northern families that have evidence of greensight and potentially warging, though they call them "dragon dreams."

Yeah he's kind of in the grey area. I was thinking of Maester Aemon, Dany, Damon Blackfyre, and Daeron Targaryen. All have prophetic dreams without any First Men blood that we know of. Warging would be a bit harder to sell as there's less direct evidence of it. Some sorcery might be allowed as dragons seem to have a correlation with magic. At the very least, we know Maegor the Cruel was an avid supporter of the Alchemists Guild, so we might allow a few pyromancers.

Hmm I forgot about the pyromancers! I could be wrong but I feel that skinchanging is more of a "Northern" thing. As I said before, there are hints of an emotional bond between human and dragon but it's not clear that Targaryens have the same capacities as Bran regarding actual skinchanging. But yeah, the prophetic dreams are a possibility. Though it should still be somewhat rare.
The aim is that everyone has Targaryen blood. So you can be a trueborn Targaryen, a bastard with one of the regional bastard names (not Sand or Blackfyre) and we will allow one or two people to be seeds with no surname. Some could be descended from a female Targaryen who married outside her own family. I suppose we could even consider allowing someone to be the descendant of Orys Baratheon as he was Aegon's bastard brother, since our setting is in the earlier days of the Targaryen dynasty.
We're not ready to open character creation yet anyway. Still got some things to sort out.
