Lord Floren Hewett, Lord James Chester, Lord Ollivan Caswell, Lord Peyton Redwyne, Lord Robert Hightower, Lord Earl Crane, Lord Brien Fossoway, Lord Jacob Kidwell, Lord Aaron Fossoway, Lord Alphonse Florent, Lord Osgrey.
These are the so-called outlaw lords who signed Aaron Fossoway's declaration of independence. All have turned themselves in; now it their fates must be decided.
The Hand is interested on the opinions of the council.

"If the Lord Hand is interested in an insider's opinion" Francis says quietly, "I would deign to give one. Of the lords who signed the document, only Five really brought forces into battle, Lord Hewett brought battle at Crakehall. Lord Redwyne consorted with the Volanti mercenaries to attack Estermont. The bulk of the forces were provided by Highgarden and the Fossoways, under the Rotten Apple's banner, with the Lord of Oldtown contributing men and ships as well. Lord Robert had his punishment metted out at the Red parlay, as we all know, as was Fossoway's. Lord Tallahar's fate is known." Francis pauses for a moment to size up his audience, and than begins again.
"The remaining Lords, Chester, Caswell, Crane, Kidwell, Florent and Osgrey to the best of my knowledge never even left their keeps, which would put them in a situation not dissimilar from my own, and Lord Commander Falgrave's, with a few minor differences which we need not address here."
"If my fellow council members will forgive impertinence, I propose the following:
Lord Floren Hewett- To take the Black. He was a traitor, but fought honorably, and did no raiding or pillaging. He'd be a good Lord Commander of the Night's Watch, at some point.
Lord Peyton Redwyne- To Death. Consorting with mercenaries, and snatching hostages in the middle of the night is unseemly, in addition to his treason.
Lord Brien Fossoway- To Death. It seems a reasonable assumption that Aaron confided in Lord Brien with his plans for Rebellion, which puts him closer to the source of corruption.
And for the other Lords, perhaps an adjustment of lands in favor of their neighbors may weaken their ardor for calling their banners for criminal causes. But I do not think the realm is served by their death or disappearance to the frozen north."
Francis is quiet, and observes the discussion.

Francis nods as if in full agreement with the Prince. "This is a possible outcome. And when their children come of age with spite and hatred in their hearts, we can put them to death as well, and so on. I would suggest that if you wish vengeance, make it utter and complete. Kill their heirs, take their titles, divide their lands among their lesser banners, and be done with it. Otherwise we shall simply be waiting for enemies to reach maturation before we deal with them again." Francis sighs, "Either that, or punish some, and grant some mercy, to endear them to you again and bring peace." Francis displays a tone as if either option was equally acceptable.

"I propose we entirely destroy the Red Apple branch of House Fossoway. Let that stand as our warning for those who would rebel against the king. The other ringleaders -- Floren Hewett, Peyton Redwyne, and Brien Fossoway -- can be sentenced to the wall. The other men can be spared so long as they pledge their fealty to King Rickon Baratheon."
"I also believe something should be done about Barret Tyrell's bastards. They have already been used as pawns for rebellion. It would be best if they were not there to tempt anyone to follow Lord Fossoway's example."

Francis, whose own lord was both an infant and a bastard kept a blank expression.
"I would think there are better ways Lord Hand. Their father is dead, the trueborn Tyrell has a loyal regent. If we must absolutely deal with the issue, than remove them from the Reach. I'm sure there are some old barren women in the North and the Vale who would be keen on raising a baby."

"I see no reason to allow Lord Fossoway's children to grow up to despise the crown," Horas says calmly. "Men will not rise in rebellion so easily if they understand that their actions put their families in jeopardy as well."
"As for Lord Barret's illegitimate children; they need not be killed, only removed from the Reach. Placing them as wards to important families encourages others to view them as valuable, so I would advise quietly moving them to a place out of the public eye. I have several contacts overseas that would suffice."
