The Hand raises the issue of the incomplete Kingsguard before the council. With the death of Eddard Tully and the betrayal of Erik Tyrell, the Kingsguard requires two more members. A Lord Commander should also be appointed.
Horas reccommends Ser Pedryc Yew for the first spot if he is unmarried. He is a legendary swordsman who would bring honor to the Kingsguard. For the second spot, Horas believes the best candidates are Quinn Wydman, Justin Prestor, or Garret Estermont.
Horas believes Ser Miles Oldflower should take up the position as Lord Commander, as he is the seniormost Kingsguard, a skilled swordsman, and unquestionably loyal.

"Quinn is the Lord of his House, and married, mi'lord Hand, and I doubt he would accept such a position. I have already suggested Ser Pedryc Yew for the Kingsguard in conversation with the Lord Regent; I believe he possesses an excellent blade. My other suggestions were Ser Justin Prestor and Ser Berrim Manderly; both are excellent warriors, but more importantly possess keen tactical minds as well. They would both be good choices."
"Ser Garret is an interesting suggestion, particularly given that he was on King Aemon's Kingsguard and is dead."
"Unfortunately, my naunt has informed me Ser Miles may never be able to handle a blade again."

The Regent is absent today, so the Hand carries on.
"Excellent points, Lord Rhodri," Horas says. "I have spoken to Lord Bettley, and he agrees on the suggestion of Ser Pedryc Yew. He will be made into a white brother at Lord Randal's upcoming tournament. As for the remaining spot, Piers and I think perhaps it would be wise to size up talent in the tournament, and grant it to whomever seems most able."
"I have also heard news that Ser Miles' condition is deteriorating. We may soon have to think about appointing three new members instead of two."

Piers enters and speaks, "Since we are using this tourney to help us select warriors for the King's Guard I want the best you men can offer. We need the best to protect the King and as such we need the best contest."
