"The Royces have had no presence in the workings of King's Landing ever since Lord Rhodri resigned. Making Jon Royce lord commander of the city watch will allow them to feel included again, and is a suitable reward for their service. And as I have said, Lord Jon is both experienced and popular -- a combination well suited for the job."

Cedric, whom had been sitting quietly for most meetings, speaks up.
"Lord Blackwood makes a good point. We already have a Tyrell in the Small Council, one of his bannermen would begin to look a bit uncouth as now there is no Royce presence. With the recent leavings of the former Hand, the people could begin to ponder why the Royces are not being included." Cedric looked around at the members of the council.
"Your decision is the more wise of the two, Lord Blackwood. Royce is a proven man, whereas this Leo is an unknown. You cannot expect the men of the Gold Cloak to follow an unknown."

Horas nods at Cedric's words, then turns back to Tallahar.
"Lord Jon has already expressed the wish to stay in the city to act as a representative for the Lord Arryn. I do not think he is in any danger of leaving any time soon. Placing him in command of the city watch is simply putting him to good use."
