Because the Small council is not fully formed at this time it is currently made up of:
Callen Baratheon: King of Westeros Jon Royce: Standing in for the Hand Rhodri Arryn Giles Grandison: Standing in lieu of a Lord Commander of the Kingsguard Horas Blackwood: Master of Whisperers Lord Redwyne: Master of ships
The other spots are not yet filled.

OOC: We also have a Grand Maester, it was announced in an event not too long ago. Grand Maester Nehmen. I'm not sure if he's in King's Landing yet though.

OOC: No he's not here quite yet.
IC: Callen had managed to calm himself down, and seated himself at the head of the small table set up for the members of the small council. He figured he would wait until they had taken care of the more mundane business before he brought forth the message he had received from the north.
Callen looked around the table, watching each man's face he thought on how this is what would make up the rest of his life. He looked to Horas first, "Blackwood, what news do you bring me?"

"Much, Your Grace," Horas says.
" 'King' Allard is beginning to become desperate. He has offered alliances to Stark, Martell, and Blackwood, and has been refused on all three occasions. Allard also plans to place Nymeria Sand on the Iron Throne." Horas unfolds a letter from a pocket and hands it to Callen. The letter is addressed to Horas himself, urging him to support Queen Nymeria Targaryen. "I do not think you have cause to worry on that account, however. Nymeria is safely in Dornish hands, and had they intended to crown her, they would have done so already."
"Of the Greyjoys, it is said they have abandoned Riverrun and fled with their plunder back to Pyke."
"In King's Landing, there has been a rash of brutal murders lately. With so many Kings having come and gone in such a short period of time, the commoners have little faith in anyone who sits the Iron Throne right now. Addressing these murders may cause them to believe more strongly in your justice and legitimacy."
Horas falls silent, confident that he has given Callen enough to discuss for the time being.

"If the Ironborn are truly chased, we should use our mustered strength to smash this Allard. Send a message to your foes. You've shown leniency already; this time show might!" Lord Jon says. "Toss him from the top of the Rock, name young Jeyne the Lady of the Rock and a Regent who is loyal to you and you alone."

Horas shakes his head in disagreement. "For all his talk, Lord Allard has yet to actually do anything. Besides, His Grace has promised punishment to Lord Balor for the crimes he has perpetrated in the Riverlands. Send the Redwyne fleet to crush the Iron Fleet and transport our forces to Pyke. We can deal with Allard after the Greyjoys have been defeated."

"The Ironborn will crawl into caves, or flee on their ships to the Stoney Shore. Allard we have bottled -- crushing him would be a far more effective display of might to the other Lords of Westeros." Lord Jon says in turn. His face is getting slightly flush with agitation.

"And what of justice for Lady Sara? The crimes of Balor were done against Steffen the Worm. The Worm is no friend of ours. But Lady Sara is my kin, and Allard has shamed her. Allard is a monster and a kinslayer," Lord Jon says.

"He shouldn't be. Riverrun belongs to Tully," Jon says. "It should be restored, even if it is ashes."
OOC: Horas being all Whispery probably knows that Jon's mother was a Tully and he fostered at Riverrun.

"That," Horas says cooly, "Likely depends on how cooperative Lord Steffen chooses to be. Say what you like about the man, but he's no fool -- he won't follow Allard to his grave. We may be able to win his support if we let him keep his seat."

Callen sat back listening to the banter between his council, finally he answered. "What about Harrenhal? Or lord Bracken's castle? Tully could take either of those."

Callen nodded, "Now, whether to bring the fight to Greyjoy or Lannister first is a more complicated question, especially with winter starting to get fiercer. It might be smart to send the Redwyne fleet up to Lannisport to blockade that, while taking the Rock, after that we could move the men into the ships and sail for the Pyke. That satisfies both problems."
