I'm thinking Dragons will just be treated like a special unit for combat purposes.
1 Dragon=10,000 troops.
Dragons neutralize the advantage of the defender being fortified.
Dragons cannot be fortified.
In battle, the Dragon's rider rolls his Dragon Lore skill, instead of his Land Battle skill against the commander he is attacking's battle skill.
If the Dragon wins, it does damage the same as a unit would do damage to another unit.
If the Unit wins, the Dragon takes damage as if it had been hit in single combat. (-5 to roll, -10 to roll, etc. etc.) At -25 to its roll a Dragon Lore roll will be required every round, or the dragon will fly away. If the Dragon takes a +100 shot, it dies Instantly.
In the case of Dragons like the Sea Dragons, which do not HAVE riders, we'll simply give the dragon its own Dragon Lore skill based on what we are trying to do.

Of course if someone wants to be super-heroic, and fight a dragon one on one, we can let plot value take precedence over any other outcome, or just fight it as a one on one combat with heavy minuses to the human.
