Sea Battles work basically the same as Land Battles, but with some slight changes.
1. Crews are now assumed to come with ships automatically. You do not need to use any of your troops to raise ships.
2. Ships can carry 100 troops for transport purposes, but the # of troops aboard plays no part in sea battle, Only # of ships is relevant. If a ship with men aboard sinks, the men the ship carried are lost.
3. Like in Land Battles, a Character's Sea Battle skill determines how many ships he can command.
Legendary: 60 ships Grandmaster:50 ships Master:40 ships Expert:30 ships Noteworthy:20 ships Apprentice:10 ships Novice:5 ships Beginner:1 ships

I like this. If only it'd been when I actually had some damn ships.

So if someone was to have the whole Iron Fleet you'd need more then one Commander to control it?

Yeah. I had a couple grandmasters. The enemy did not, if I recall.

You wouldn't have to have commanders for them all but you would be at a minus a big minus especially if you didn't have a Naval Battle Skill.

Correct. I'm not sure the precise size of the Iron Fleet, but presumably yes, the Commander of the Iron Fleet would want sub-commanders underneath him.

Stranger you may want to comment how the minuses are different for over commanding ships as opposed to land units. Like More then 10 ships over your number is a -10
Also you may want to explain what the minus is for trying to default from Land Battle to Naval Battle. Maybe 1/4 or 1/2 of your skill rounded Down. Or just say screw it you have to have Naval battle to control ships effectively which I think is fair also.

Its -10 per 10 ships over your skill limit.
You MUST have Sea Battle to command ships.

What if some stubborn asshole who doesn't actually know anything about ships but happens to be, say, a lord paramount or somesuch insists on commanding a fleet?

Well, yeah. I'm just saying, using "must" in an RPG doesn't always work.
