This one guy over at one of the clones had it set up so that he had a bunch of bad guys set up with different levels and quests, I do not want to be as rigid as him, but do you want to do a Most Wanted of Westeros.
Sounds like something Thatcher would do, and it can be a fun way to make people hunt down some briginds and the like if there was a big ass bounty on them.

That's a good idea.
(In no particular order of importance) Let me know if any ideas suck and we can axe them.
1. The Vulture King. Taking his name from an old bandit-knight of yore, the Vulture King operates from somewhere within the Dornish Marches, and raids the Stormlands. He has 25 knights, all wearing helms with vulture beaks. He is something of a folk hero among the mountain Dornish, and can call upon a few hundred small folk conscripts to defend him if those chasing him are particularly brutish or stupid.
2. The Pirate Lord of New Pyke- The leader of the Ironborn rebels on New Pyke, this is a position more than a particular person, since they routinely fight amongst themselves to determine who holds the position. They have 4 warships, and 200 men-at-arms at any one time, so they can overwhelm small lordlings and towns along the coast.
3. "Brown" Ben Waters: A murderer originally from Flea's Bottom, wanted for murders of prostitutes, women, and young children carried out in every city of Westeros. Brown Ben is VERY good with a knife. Female PCs who are traveling alone in taverns or other sketchy places might run into him. Got the name "Brown" Ben, because he was known to sell the meat of his victims to the Bowels of Brown in Flea's Bottom.
4. The Black Widow of Lys: A gorgeous female from Lys, and a deadly assassin known for her use of poisons. She is available for hire, but only kills men. Whenever possible she will try to have sexual relations with her target, before poisoning the witless fool.
5. The Thorns: A group of freeriders turned bandits, who operate in the Mander, they raid small villages and towns, and then ride away before they can be captured. Should have around 200 Men-at-Arms.
6. The Gods' Eyes: Northmen who blame Manderly, and the Southeron for the hard times the North is experiencing, they typically raid the Northern Riverlands, and Northern lords who are worshipers of the Seven. Known for burning down septs and septries, and killing and robbing pilgrims along the road. 10 Knights and 100 Men-At-Arms.
7. The Golem: Somewhere in the Mountains of the West near Silverhill, a hideous killer stalks the land, abducting young small folk women, and taking them away, never to be seen again. The Golem, as he is known, is rumored to be a hideous beast, half-man/half-animal, who feasts on virgins. In truth, he is the result of a horrible College of Arts and Sciences experiment, a man whose had an additional arm attached to his back, and his nails are sharp twisted claws, and his teeth removed and replaced with iron spikes. May not actually be a bad guy, just blamed for things that aren't his fault because he's creepy, Admin's choice.

I had one to add, another Reach brigand or maybe a highwayman.
8-The Polite Man, known for always being extremely courteous, and enforcing decorum among his own bandits. This villian has plagued the Mander, and the Riverlands, but retreats into the West so has yet to be caught. Has been running crews of bandits, and rogues for over twenty years.

9. The Darkhearts- A band of assassins out of Lannisport, they operate effectively in small hit-teams of 4-6 men, using crossbows and daggers to ambush their prey.

10. The Orphans- a gang of cutpurses and con artists who operate out of Sunspear.

11. A Northman "Robin Hood" type figure. Ser Gordon Lightfoot. Steals from the Rich nobles who worship the Seven, and gives to the poor villagers.

Oh... like it, but if he is a Northmen we should drop the Ser. And that would just make him Gordon Lightfoot.

I figure we will leave the Wanted list at Ten names always. So when they knock someone off, we'll just add one of our others, or invent a new one.
