Queen Rhaenys decrees that no man lord or other person may gather, or transport, more than one hundred men inside Kings Landing either in person or by proxy without the express permission of Her Grace of the Lord Hand. Large gatherings of men outside the city gates and throughout the Crownlands are also forbidden without the queen's permission
