Tyberion is novice horseriding, and Ser Hugh is apprentice. Ser Rhyin, to my knowledge, is unstatted, as is Ser Jon.

Raymund is noteworthy jousting, but has no riding skill. I assume that it will just be bumped down to apprentice?

You'll need to check that with Smith, I can't remember any precedent for Joust skill acting like penalised Horse Riding skill.

Once again I've randomly assigned a Horse Racing skill to te NPCs without them, this time the roll was for:
1-25: Novice 25-75 Apprentice 75-99: Noteworthy 100: Expert

I'm pretting sure that noteworthy jousting would move down a level to apprentice horseriding. That doesn't make sense though, because then why would anyone take the riding skill at all? they'd just take jousting and assume to have added horseriding one level down. It doesn't seem fair to assume that

No it doesn't seem fair, but it doesn't seem fair to assume ANY of the Westerosi nobility without horseriding or jousting as a listed skill aren't capable of riding a horse either. My personal opnion: Besides the basic horse handling which I'm assuming all Westerosi are capable of, horse racing and jousting are two very different skills. I wouldn't expect a jouster to make a good race jocky and vice versa.
