King Gariss Stark orders all those, of the Northern and Southern Riverlands, to rise up and hold themselves.
Those loyal to him, or even those who remember the sacrifice Lord Tully and Lord Blackwood made, to rise up in their memory.
They are ordered to raise their full force possible, sweepings and all. Defend their keeps and homes against the forces that would do them harm, and if they should wish to do so, send troops to Seagard.

No houses south of the Red Fork raise their banners for the King in the North. Most bow down to the King on the Iron Throne, though a few look towards Lord Vance and do not declare either way.
A handful of lords north of the Red Fork declare for Stark, and raise 4,000 men amongst them. They march for the Twins rather than Seagard, however.
