Gariss sat in his camp when he heard of Bear Island. He knew it would happen.
He sat still, looking into the fire hearth in the center of his tent. 'This is Rickon's fault. He causes strife between my men, and for it, the weakness is exploited by the foul Ironborn. I must make my people hear. They must know.'
"Rickard?" he called out. Moments later, his page came running forwards.
"Yes, your grace?"
"Ready my horse, and five hundred cavalry. Also, get me some paper and ink.
December 28th, 545 A.C.~
A hundred letters are sent out by ravens to major towns, castles and villages throughout the North.
It reads:
'I have recieved word that Bear Island has been ravaged and taken. This is a message to those who are still in the darkness. Those who still refuse to hear your land's call of need. Those who will not give their loyalty to their kingdom. Those who wish to see their families condemned.
The Ironborn have ravaged Bear Island. Why was it not defended? Why were we taken by surprise? Because of Rickon, because of the south. He has misguided you to believe that it is not in your best interests to protect your homes and your family.
The Ironborn saw our weakness. They saw that when I called for 3000 to defend our land, only half came to the call. They saw that if they attacked, no real force would be there to defend our sacred land. They saw that our forces were divided by the words of a man whom we once called friend.
I do not raise our men to take advantage of a warring south, but to defend our land. He misunderstands my actions, and in so, so do you. I do not wish to make a grab for power, but instead, it was my own men who elected my to this position. I do not wish to take advantage like the lords of the south, but to protect my people from probelms in the south that we should not bleed for, for have we been acknowledged but to give our men to their cause.
I say no more.
I say we begin to take pride in our land. Defend our homes, lands and families. Do not allow what happened at Bear Island to happen again, for in that lies a worse fate than any.
Your reluctance to follow me, something you have never hesitated to do in the past, has resulted in the death of thousands of your fellow northern men. Though I understand. I only ask now that you learn from this, and stand up against the raiders from the sea, and the rest of the south that would seek to put you to your fate.
I take full responsibility of any foul action that results of any of my decisions. So do not balk to defend your land and your families. Do not balk when it is called upon you to defend your own.

King Gariss orders 2000 of his men to go an reinforce Deepwood Motte, under the command of Domeric Bolton, with Lord Hardwood at his side. He also orders Lord Glover to raise all of his unraised capable men to defend the North from any threat posed from the Ironborn at Bear Island, focusing their forces around Deepwood Motte.
After that, he orders five hundred to Winterfell, and the rest of his force to move south, to Winterfell and further, under the command of Brandon Cerwyn, while he and five hundred horse move out to eastern and southern towns and villages, giving much of the same speech and generosities, bending their will towards the lighter path, and taking whatever men were able and willing, which usually were all of them, fresh after Gariss' oration.
Gariss and his entourage continue the land, while moving south, and eventually re uniting with their host and Brandon Cerwyn.
Results:
King Gariss Stark regains the loyalty of most of the North.
Gariss Stark advances to Expert Oration.
