Contrary to its name, The Tower is not the only tower of Casterly Rock, it is one of many. Yet it was from this tower that the King of the Rock used to plan his campaigns so it is the traditional seat of Military planning. Meeting in The Tower once a month Baldwin has created a military council to advise him and keep the Lannister Forces prepared.
The Tower Council The Horse Chair is held by Ser Ranulf Lannister The Foot Chair is held by Ser Ilger Clegane The Arrow Chair is held by Ser Zachary Lannister The Wagon Chair is held by Ser Sperling Spicer The Dagger Chair is held by Ser Maurin Lannister The Shield Chair is held by Ser Bardulf Doggett The Ship Chiar is held by Gregor Hill
The Tower is the place Lannisters can bring any Military concerns or plans they want to share with the family.

As seat of the Arrow Chair, I suggest that we discuss the need for tightening our defenses at the Golden Tooth and all along the Red Fork. Given the unfortunate events regarding the Small Council, the Tullys and the Starks will no doubt see this as yet another wonderful chance to shift blame onto us.
Let us not forget the incident of the Golden Tooth five years ago. The Tullys claimed that the forces who attacked us were "a group of delusional rebels, nothing more," and facing defeat, their forces disbanded, but we know better. It's obvious that these northern lords have always desired nothing but the ultimate eradication of our noble house.
Of course, we should proceed with secrecy. We don't want the northerners knowing of our intentions; no doubt they'll only see it as more "evidence." However, we should still proceed with haste, The Seven only know what troubles the coming storm holds.

Have we sent out word to the families to establish which of our supporting houses are still loyal to the Lannister Lordship? Without a clear cut idea of our own lands loyalty, how can we establish where to draw our strategic lines?

We should not attempt to fight our enemies at one place. We should look to defeat the Starks first, preferably with the Royces at our side, before moving on to the Tyrells. It would be wise not to split our forces.
