Who is this bald dude? What is he trying to stop Steffan from doing?

Steffen wants to return the Targs to power. The Bald dude is from the Cult. His goal is to stop Steffen, but I do not think they know precisely what he is up to.

I have always had the Dead cult get most of its info mystically, and I think that is unreliable. So they know they want to stop Steffen, but they also have a feeling killing him at this juncture would be bad. Right now they are bluffing about the Keeps.

I do not know if you have caught on but all my Cult goons are animals,

haha okay. I will remember that. I like the idea that the Cult operates on certain mystical instincts.

"Be here at this time and do X." but not knowing why etc.

Clearly Steffen has not met the Targs, or he would be quickly disabused of the idea.

Yeah it is why they can operate as a truly cell like organization. They get their information from omens and signs.

And right now they think the Worm is a threat that must be contained bot killed. Plus Steffon's family was killed by them because they had Targ blood, so I like the idea of him being a cult opponent.

Yeah. the Cult hatred of the Targs is pretty well established, though they seem to have left the revealed Targs in Braavos well alone.

Aellion is being protected by the Sea Lord. So as much as they want to, I think he is above their reach right now.
