Has to be Lord Yew - loved & loathed in equal measure

And not really a NPC as more an abandoned character, but loved Jon "ego-trip" Royce as well

Vance Hardyng, the Knight of Diamonds was well-played as sort of a hetero Loras clone

This one's a bit selfish but I liked Quellon Drumm as well - archtype evil reaver scary bastard.
