Okay. I don't think he should be allowed to wipe the network out in one foul swoop. I will roll them like a we'd roll a fight. with each rank (light,averge heavy) reducing a level of Flea's network in the Riverlands and adding it to Horas'.
Horas:110 (Has no network in place -20) Flea: 90 (Has moderate network, which is no change)
Horas: 120 Flea: 117
Horas is slightly on top but no real change. So a few throat cut on either side, and no real change for Horas.
Who detects what has transpired:
Flea: 178 (Knows it was Horas.) Piers: 138 (knows an attack took place, and against Flea, does not know Horas) Blackwood: 97 (knows nothing)

Thinking about this kept me up last night. So I thought maybe I would change it to. Horas improves to Weak Network in Riverlands Flea Remains at Moderate.
This would represent some of the less well integrated spies going back to Horas, which is highly likely, but they are not any great loss to Flea.
