It is signed by Ser Walter Sarsfield and Ser Godry Farring, informing the Lord of Dragonstone in considerable detail of all they have encountered in Braavos, including the Prince Aellion's statement that they will bring dragons and march on the assembly of 50,000 men-at-arms.

Rhaegar read the letter from Steffen carefully consigning it to the strongbox where he kept all the important documents and letters. He hoped Steffen would impress upon the Targaryen the importance of following the strategy he had outlined to the Lannister lord, before Steffen's departure.
He opened another letter, this time a message from one his agents in Kings Landing. The city had fallen to the invaders from the west and the Baratheon boy had fled. Typical Rhaegar thought. The boy plays at being a man, but when the time comes to be a man, he reverts to what he really is. Nothing more than a boy.
Another letter was opened. It was short and to the point, obviously carried by raven to Dragonstone. Rhaegar's heart lurched with joy as he scanned the contents. Benfry Smith was dead!
Rhaegar laughed out loud and thought The curse of Queen Elyssandra strikes. The guards in the room raised their eyebrows quizzically and shrugged their shoulders at each other at their lord's sudden burst of laughter. However they made no comment.
The Lord of Dragonstone leant back in his seat and read the letter again this time more slowly, revelling in its contents. Rhaegar tried not to think about Avery's betrayal and murder much these days, but desire for vengeance still burned strongly in him. He doubted whether that desire would ever abate.
"One." he said out loud and laughed again.
