The following is to be tacked onto buildings and read aloud in market squares.
"This is the last decree of the Lord Barret Tyrell in the lands of the Reach, and directed towards King Callen Baratheon, the first of his name.
To avoid unnecessary wars in foreign seas and lands, To avoid the formation of a Westerosi Army, which in itself throws the balance of the realm, To avoid centuries of inter-kingdom warring To avoid interference in the self-governing of the Reach To avoid the unnecessary loss of more Reachmen in decades to come For the general safety and wellbeing of the Reach, which by itself is its own power and entity And lastly, to restore the Gardner throne in the name of House Tyrell, the castles, lands, and men of the Reach secede into their own being: to protect their own harvest, their own women and children, and their own lives.
This is to be done without the involvement of swords, and with the fullest intentions of remaining friendly and peaceful. King Callen Baratheon is kith and kin to the Reach, and he and his subjects must not be harmed.

Any men reading aloud in the name of traitorous lords are arrested and questioned if they are spies or enemy agents. If deemed harmless, they are exiled from the Vale.
