Callen smiled, "Perhaps it's time I make them choose between losing a city as a trading partner or a continent. Perhaps it's time I issue an ultimatum, trade with us, or trade with them."

[The Smith]

"If you did that, you make it all of one or all of another. I think you could split the cities with such a demand. Half coming here. But the ones who did not side with you would definitely be against you." Falatir shrugged.

[Percy Rivers]

Callen nodded, "I shall think on what you said, thank you for your advise. Allow the page to show you out."

When he had left Callen turned to Horas, "How much wildfire do we have?"

[Horas]

"Quite a lot," Horas says, "The alchemists have been producing the substance since the rebuilding of King's Landing began. What do you have in mind?"

[Percy Rivers]

"You know those half burnt derelicts piled on the south shore? The ones burnt by Aedon? I want them rebuilt, not fully armed or outfitted, just enough so that they can float. Then I want all prisoners throughout the realm condemend to death gathered here and trained in basic seafaring." Callen's face looked pained, he didn't like what his idea meant, but it was a good one.

[Horas]

Horas does not miss a beat. "Yes, your grace. But these ships will still need loyal captains to ensure that the criminals do not simply sail off with your new fleet."

[Percy Rivers]

"Loyal captains...very well, but they must be aware of what I'm asking them to do."

[Horas]

"Very well, Your Grace," Horas says, "Though it may not be easy. I will make sure the familes of any man who volunteers will have an ample pension."

[Horas]

"I also suggest that we mobilize our actual navies, so that we have a force to sweep in and finish off the Braavosi once our wildfire ships have done their work."

[Percy Rivers]

"And after that...how much of the Braavosi fleet is stationed at Dragonstone?" Callen seemed to be pondering something.
