the basic formula I was trying to work with was the idea that in any given region, if the majority of the Great Lords come together, they should be able to outnumber the overlord.

They still will. Just knock 250 off each of the great lords, they have 8,000 and Lannister has 6,000.

there are only 4 of them though, so 3 of 4 of them will just equal the lannisters, that just doesn't seem quite right

The Lannister's grip on its Bannermen has always been very strong though, it is not a kingdom where there is a lot of "non-Lannister" independent streaks.

hmmm, that's kinda true. the RYenes and Tarbecks were both Great Houses that have been wiped out and their holdings either destroyed an absorbed by casterly rock, I hadn't accounted for that. I will edit.
