The Court is called into session to hear the words of Princess Liliyana Targaryen and judge her crimes of murder. Rhaenys sat atop the Iron Throne. She'd changed into formal clothes that hung loose on her body. She sat with Blackfyre across her knees, waiting for her sister to arrive in chains.

Rhaenys stood so the crowd would better be able to hear her.
"My lords and ladies, good people of Westeros. Before you stands a princess of the blood roayl, my sister Liliyana Targaren. We have brought her here today to answer for the foul crimes of murder, perpetrated upon the Lords Frey and Royce and upon my own dear husband, Selwyn Baratheon, your former king. Princess Liliyana is known to have confessed her crimes in the presence of my most faithful but I will not have it said that I did not give her a fair hearing. Liliyana, you may speak. Tell me what you did and why you did it. I believe I deserve the truth from your lips."
She seated herself once more, surrounded by the steel and spikes of the Iron Throne.

"I am not" Rowan whispered back to Euric, "its dangerous to give any condemned person a forum to speak even the Queen's sister you never know what will be said. Better to have everything in writing away from the public with the outcome in stone, although I understand why the Queen felt like she had to do this."
