"Highgarden does not belong to your kin," Rhaenys said patiently. "I am sorry if you feel that the crown offers insult to the Manader but I barely know this Tyrell cousin of yours. I have only your word and his that he is who he claims to be. Besides, he no longer has a right to the castle. Highgarden passed from House Tyrell's guardianship many years ago in accordance with the law and the circumstances of the time."
She stopped and looked around at those gathered before turning to Edmure. She chose not to remark on the matter of the Shields. She had done the best she could to get the Shields back under Mander control but, with Greyjoy refusing to consider Dawnrose's terms, there was no way to reconcile him with Lord Greyjoy. Rhaenys would not waste her breath on a lost cause.
"I would not punish a man for the treasons of his ancestors, but it is hardly my responsibility to reward the descendants of traitors when their actions do not warrant reward. You yourself have been granted every honour I could give you, because I know you to be a good and loyal man. I am less certain of Tyrell. He has performed no deeds of valour nor proven himself to be more loyal than duty demands and so I cannot reward him."
Again she stopped for breath and this time she paused to think for a moment.
"The crown once had four castles. The Red Keep, Dragonstone, Summerhall and Harrenhal. The latter two have passed from me to my sisters and their husbands, so that they may live in a manner appropriate to their rank. If it would please your cousin I might make him castellan of Highgarden but I cannot give him the castle in his own right."
