Stafford Mallister laughed, "I would clear that with Rodrick carefully. He will not like the idea of being in debt to his inferiors." Then he shrugged, "But of course... he would not have to pay you men back."

Justin looked at Mallister unhappily. "Are you saying his grace would welch Lord Stafford?"

Pieter leaned forward and went over some numbers in his head.
"Just so, Lord Hightower. Perhaps we could give 4% of the Crown's debt to each region? And what is left we take half of, and give to Lord Tagganaro. It would leave the Sealord slightly more happy than giving it all to Tagganaro, and we could play the wedding gift bit to avert his anger."

Stafford leaned back, "No, I am saying he could not be compelled to. I am sure he would honor his debts." He glanced at Tully.

Justin nodded, "There would be an... element of good faith assumed, that's very true. Still whether milords prefer that risk to the risk that our bill to the Sealord may come due one day, is a choice only each man can make."

Pieter looked away, he decided he had had enough talk of debts and transferring them. It was best left to the Master of Coin, who was more apt to make a good decision with coin than Pieter.

"If the small council is in agreement to at least attempt such a policy, I can write to each Lord Paramount and have them reply with the amount of the Crown's debt they would be willing to purchase. I can than announce the total amount at the Small Council."

Ser Mychel sat silently, listening to the proceedings. In truth, he was bored by most meetings of the Small Council, but he was too dutiful to be absent from them. Talk of debts and interest rates went in one ear and out the other, so to speak. In his early years on the council he had tried to make sense of such, but he could never grasp the intricacies of stewardship and finance, so he left those tasks to men who understood them.

Justin cleared his throat, "Do I have the Small council's leave to proceed?"

Mallister nodded. Elena Plumm watched him cloesly, but shrugged looking to the hand.

"You may, Lord Hightower", Breck said, adjusting some of the papers in front of him and making a few mental notes.

Lord Justin returned to the council chambers.
"Good news milords. I'm proud to say that our Lords have accumulated roughly half of the Crown's debts. Instead of owing everything to one man, the Crown now has several smaller managable debts, some 50% at a superior interest rate. Our lords paramount should be very proud of their steadfast devotion."

Pieter nodded. "This is very good indeed, it was a good plan Lord Hightower."
