I think so. Seem to recall Sam Tarly worrying about Horn Hill if Hightower fell to the Ironborn.
Found the text:

It depends on where you draw the border between the Mander & the Far Reach. It's closer to Highgarden than it is to Oldtown, but the way the rivers run across the continent, the borders might have been drawn in a way that puts Horn Hill under the dominion of the Hightowers.

No idea who's lord paramount, but seems silly to me to have a Lord paramount in the area where the King's seat is, but oh well.
I think Prince Roderick is the next Lord of Storm's End with Francis as regent.

ok it's a dominion of the King's family's lands, like Dragonstone was for the Targaryens. The Prince of Storm's End is the Paramount of the Stormlands (when he outgrows his regent)?

It probably is as none of the King's Uncles are Lord their now or no Baraethons of Storm's End are ruling there. Though they could have been wiped out for all I know.
Renly would probably not have gotten any children. So Stannis and his heir(Shireen) would probably inherit Storm's End. Can say that she was baren and so Dragonstone and Storm's End would be the next princes (Edric's sons) seats. Or something like that.

Also, Varner really expanded the roads in the Far Reach when he was in charge there, but I wasn't sure exactly where they were and so didn't mark them.

In that case, Erik you should redraw the northern Far Reach border on the eastern side, so that so that it goes from the point where the stormlands, the Mander, and Dorne all have a border, and it should run west from there going north of Horn Hill and then the western part of the border can stay the same, the way it's up against the river.
