I think you've got a bit of bias if you think -everyone- in Westeros believes that Fossoway offed the King

In my post, I didn't say Fossoway killed him, I just said he was murdered, and yes, I'd say just about everyone believes he was murdered.
It just so happened that it was while he was a prisoner at Highgarden, which is damning circumstantial evidence not necessarily of Fossoway but certainly -someone- from the Reach. Nothing in Callen's nature indicated he was suicidal, and his body, with a slashed throat, was on display in King's Landing. People don't slash their own throat when they kill themselves.

I think most of the Reach believes Fossoway killed him. Fossoway didn't have a whole lot of loving supporters any side of the battle lines, and certainly even less with people pleaing for their lives. (see Tallahar Tyrell, as example )

Well -now- they may be blaming him as a way to get out of their sentences, but at the time I don't think that was the case.

Rindwynd didn't join the rebellion, and Seth Falgrave was accusatory when he returned from Dorne. Donnel Tyrell and Cole weren't big supporters either I don't think. The Rebellion was clearly deeply divisive across the Reach. I'm not saying Fossoway didn't have his supporters because obviously he did, but levels of support varied widely.

Actually from talks with my Brother (Rindwynd) he has going to get behind the rebellion full steam but wasn't on enough so after he hadn't really made a stand then it was over.
