Apologies in advance for going off-topic....
Did you know, we've had 3 threads with 'War' as their title, and 2 'Bear Island' threads...

Despite the fact that Emelia is a semi-ally, this in fact benefits us greatly.
1. Firmly puts Emelia in Andry's camp.
2. (This is the good part) Roose Stark can call his banners. Why, do you ask? Because what the Ironborn were doing (pillaging and what not), is in direct violation of Royal law (convieniently made by myself back in my glory days as Callen). That is: Any pillaging, raping, and what not, is considered an act of treason.
3. This relates to number 2: Now we can attack the Ironborn (specifically Bear Island) because we are upholding the king's laws.
4. It forces Piers to either ally with the North, or with the Ironborn, he can't have both. This creates a confused war, because if he allies with us then the Ironborn are all alone, with no allies. If he doesn't ally with us, well, at least he'll be fighting a two-front war.

Problem is if we attack the Ironborn. Especially a sea battle we'll loose. Our hope if we strike now would be to attack them while their ships are so far south that we can do our damage and leave. We would not be able to hold anything.
I'm not certain why Andry is still here. As a faceless man he would be able to work better as a servant in the Red Keep than as the king himself. And this may not bring Emelia into Andry's camp so much as get her angrier at the Ironborn...which she already was.
Roose should call the bannermen. But if we strike the Ironborn we will need to actually assault their leaders and Pyke. In which they could roll back up and reconquer us with ease. Our best bet I think is to maintain the force at Moat Caillen or however it's spelled. Then we can ally a power we want when the time comes.
The main turmoil is still in the south areas. Though I want to see the ironborn burn I don't think we have an opening yet.

However, if we maintain our position at Moat Cailen we are open to sea raids by the Ironborn, specifically Erik.

In which they would have no reason to assault Sylas who has yet to do anything. And would bring Roose as an enemy. We could try and split the forces to cover major positions of power on the cost for defence. Such as certain castles (if we have any I need to look). Which would mean that they have to lay seige to them, cause leaving an opening during an assault always spells disaster.
I would even give them the coast and find castles a little further in. We don't need the coast and it would spread out their forces to try an assault.

Okay. This is it, we're going to war.
Plan: Roose declares war in the name of King Rickon against Piers Bettley due to the fact that the Lord Regent has allowed the Ironborn to raid and pillage, which is a crown offense paramount to treason.
Strangely enough, I think we'll get quite a few allies from the Riverlords. The Ironborn were responsible for much of the destruction there in the last war, and it is because of that that the laws were made by myself. I'm especially eager to have the 8000 men join us. They were specifically left there because they were disloyal. Think of what will happen when they join us, expanding our army and leaving the Blackwood castles wide open.
