I feel like Ulfrik should have at least been able to dash forward with his men to try to kill Harlaw, before the pitched battle began. They were pretty close to him when he fought Andrik.

Yaron is a second. It is his players right to determine whether he surrenders or not. The same is true for Saltcliffe, Griggs and the like.
Respectfully Grant, I did not feel like it was possible, given that the fight was intentionally conducted publicly with a large number of men around. Had Ulfrik won his first roll, I would have given him the opportunity to isolate Dagon and fight him one on one.

Aside from Ulfrik, all the Greyjoy men surrender, and are at the mercy of Dagon Harlaw.
