Lord Velaryon's 2,000 men are encamped in a fortified camp at the junction of the Kingsroad and the road to Rosby.
The camp is surrounded by a earthern rampant, topped by a palisade of wooden stakes. The ditch is over 6 feet deep and is filled with sharpened wooden stakes and some caltrops. Sentries patrol the perimeter day and night, as well as the one fortified entrance.
In the centre of the camp is a solid but crudely built wooden watchtower perched atop a low earthern mound, allowing a commanding view of the surrounding countryside. Sentries with keen eyes are on duty at all times. Lord Velaryon spends much of his time in the watchtower, poring over maps of the Crownlands and the surrounds of King's Landing with his captains especially Ser Rolland. The walls and gates of Kings Landing can be observed from the top of the tower, though not from the ground. At regular intervals Lord Velaryon descends to walk about the camp encouraging his men.
The watchtower tower is surrounded by pavilions, with Lord Velaryon's pavilion set just under the watchtower. From his pavilion, Lord Velaryon is able to ascend the ladder to the watch-tower quickly and issue commands. His trumpeter and squire accompanies him at all times..
Foraging parties are sent out on a regular basis to commandeer supplies from the local smallfolk. The men are under instructions to treat the smallfolk as kindly as possible.
Both the Kingsroad and the Rosby Road remain blocked to all traffic (trading or otherwise) in both directions. No individuals are to pass through either.

A number of Lord Velaryon's knights ride out to intercept the man and escort him into the camp past the heavily guarded entrance.
The mounted rider is forced to dismount, disarmed and is searched for hidden weapons. He is then brought before Lord Jaehaerys.
Lord Jaehaerys is seated in a comfortable chair in front of his pavilion.
Jaehaerys looks up from his perusal of a document, surveys the man in front of him and waits for him to speak.

Jaehaerys nodded.
"And does the Regent guarantee my safety while in Kings Landing?
"Will I also be permitted to return to my men and this camp once I have spoken with Lord Horas?
"I also wish to bring twenty of my knights with me when I enter Kings Landing."

"It is permitted, and you shall be offered bread and salt and guest right when you enter the city. But Lord Horas will expect you to disband this blockade after speaking with him."

Jaehaerys gave a short bark of laughter.
"Whether or not this camp is disbanded will depend on what Lord Horas has to say."
Jaehearys turned and conferred with his captains.
Those just out of earshot, including Lord Horas' envoy, couldn't hear the details, but it was clear he was issuing instructions.
Jaehaerys turned to back to Lord Horas' envoy.
"Will I also have a guarantee that while I am in the city, no hostile force will be ordered by Lord Blackwood or one of his allies to attack this camp?"

The envoy nearly rolls his eyes. "Yes, milord. Lord Blackwood will not touch you or yours while you negotiate."

Jaehaerys addressed the envoy.
"Very well then."
He then turned to his captains.
"You have all heard the guarantee from Lord Blackwood. Make sure it is well known by all.
"However if I do not return, then you have your instructions."
Shortly after Jaehaerys and twenty of his knights leave the camp depart for Kings Landing to meet with the former Hand, leaving Ser Rolland Storm in command.

The party of knights brings the party of four to Ser Rolland Storm, who from the top of the camp's watchtower was scanning King's Landing's Iron Gate anxiously. There was still no sign. A cage with four ravens was placed on the watch-towers floor beside him.
The party of four captives are made to wait while Ser Rolland descends the ladder of the watchtower. Ser Rolland took a seat and poured himself a cup of wine.
One of the Velaryon knights stepped forward.
"We intercepted these four moving northwards and as they were wearing Blackwood livery we decided it was best that they be brought to you, as ordered."
Ser Rolland nodded and beckoned to a clerk who approached with parchment and quill at the ready.
"Very good Sers."
He addressed the four captives.
"I am Ser Rolland Storm, commander of this camp. State your names and business."

"Good day, Ser Storm. I am Ser Garret Rivers. This is Vardis of Saltpans, Burt and Samwell of Maidenpool," Patrek pointed at Vardis, Burt and Danwell who bowed. "We are sent northwards to try and gain entrance to the Vale. To try and find the whereabouts of the King". Ser Redfort looks at his garbs. "We would of course change livery. The King might not be with the rebel Royce, you see. And if we manage to get to the King, well the war would practically be over before it starts".

Ser Rolland nodded and frowned.
"Ser Garret, this camp is under orders to block all traffic to and from King's Landing.
"We are not necessarily friendly to Horas Blackwood. This camp may well come under attack from Blackwood forces and if so we will resist stoutly.
"Therefore as you have been discovered in Blackwood livery, I have no choice, but to detain you momentarily. You will all be disarmed and confined to the camp.
"I would not have it said that I would mistreat a fellow knight. As a knight you Ser Garret will not be bound and you will be allowed to move around freely within the camp. Your three companions will join the other prisoners in the stockade, where you will be well-fed and sheltered.
"Both you and your companions will not be mistreated unless you attempt to escape.
"We will decide your fate when Lord Velaryon returns."

Ser Rolland shook his head.
"Not really Ser Garret. A few others in Blackwood colours that have been detained....a couple of thieves...and three small-folk who attacked two of my men.
"No doubt there will be others."
Ser Rolland poured another cup of wine and offered it to the prisoner.
"Do not fear Ser Garret. Lord Velaryon can be a cruel man, but very rarely is he vindictive. If he does not come to terms with Lord Blackwood, it is unlikely that he will seek retaliation by killing his men. However if there has been treachery in Kings Landing and Lord Velaryon does not return, then I may not be able to guarantee your safety. Some here will seek vengeance...."
