Well, I personally think that is ridiculous. 100 men alone is a hefty amount. But fucking 400 men, that's like you raised troops and formed a small army. Eddard was Hand of the King and only had 50 guards in KL, and Renly had 100 even when he was planning to do stuff. 400 would be extremely suspicious, like you were going to start a war or something.

If you said you had 400 men, fair enough, but they would not be in the encampment right now. Even if they're on their way, they'd have to get through all of Randal's men (and perhaps Tytos' group as well, depending on the timing of that).
