--just a quick point: Emelia does not own the land under the "Dornish" quarter. All land in KL belong to the liege lord, or in this case Callen Baratheon. This is feudal society--

(I was aware that cities themselves tended toward fee-simple land ownerships, not multiple layers of subinfeudation.)

OOC: Even if that's true (which is uncertain), there is still the issue of foreign ownership. Many countries even now don't allow foreign interests from land ownership within their country.

OOC: Dorne controlling all trade in King's Landing under the consortium would be just like England controlling trade in Germany. Also for the current economic status of King's Landing check out the "Bringing order once again" scenario.
IC: Callen pretended not to notice, "Emelia your descision comes down to this. Give up all land in King's Landing except for a small embassy, accept a five percant share in the merchant's guild as well as reduced tariffs, or your land will be seized by force, and the tariffs shall remain high." He paused for a moment, then looked straight into her eyes, "There is a third option, when my child is born, if it be a male a betrothal can be struck between our two houses. It would mean Dorne reentering the Seven Kingdoms, and the tariffs can be dropped."

Emelia smiled at Callen Baratheon. "I had already been considering such a betrothal and planned to hold any discussions for reunion when that occurred. However," she added clearly, "until you -have- a male heir, that discussion is a moot point. So my proposal is this. Drop the tariff now, for now; in return the consortium will cease flagging Braavosi ships under. When your wife should bear male issue, we will agree upon the terms under which your son will the last Dragon; until then we'd be arguing a dozen mayhaps."
"On the subject of land in King's Landing, the "Dornish Quarter" is not, properly stated, my property regardless." She smiled coolly. "Most of the people living there now are -your- subjects, not mine; the Dornish who remain are merchants and traders, handling Dornish goods and catering to those who have developed a taste for Dornish culture...and, of course, Dornish women. The soldiers were helping to maintain order in King's Landing, at least in the Dornish Quarter and surrounding areas, because your Gold Cloaks were unable to do so. Now that you're starting to get a handle on things, I can withdraw my forces."

Callen nodded, "How about this the tariffs shall be lowerd significantly, and a promise of betrothal and reunion should all go well. When a male is born to my wife, all tariffs shall be dropped, the betrothal shall take place, and reunion discussions can happen."
