Hours after the tower meeting Aenys sits at a table in the keeps courtyard. There is one other table but Lords are welcome to observe.
Lord Dawnrose escorts up three men. Two of the men were from Volantis and the third is a Tyr General. The Volantis diplomat sits and bows his head. "I will not waste your time Lord Targaryen. We offer a thirty year peace treaty and will refute our claims to every Island West of this one. If you allow us this Islands Eastern half and if you agree to enforce a twenty percent tariff on all foreign ships docking at your holdings on these Islands."
The quiet Volantine looks through the crowd of Andals. On either side of his belts two long thin swords hang.

Aurane sat quietly at the other table, studying a small stain on the surface of the wood in front of him while he listened.

Lord Baratheon stood silently behind the Hand, having exchanged his armor for a black doublet trimmed with gold thread. His left hand rested on the pommel of his sword, and he kept his face carefully expressionless as he listened to the delegation's words.

Lord Tully flopped in, because you know hes a fish and all. He sat in the back, watching the exchange between the two parties.

Donal Storm stands off to the side of his father and the hand leaning against the wall, his spear is strung over his shoulder and on his hips are two long straight steel blades, one with eyes decorating the hilt the other with snakes. Donal eyes the quiet Volantine with a mellow smile on his face.

"This keep," Lord Baratheon said plainly. "The thirty-year treaty must include that no attempts will be made to hinder or delay any construction projects undertaken by his Grace, on this island or any other," he added, stepping forward. Leaning low to speak in the Hand's ear in a voice too soft to be heard by the Volantenes, he added; "The Sealord will not take kindly to these tariffs on his shipping. Twenty percent is too high, or else his ships must have an exemption."

Aenys spoke steadily, "I will guarantee a five percent Tariff minimum, but in Westeros the Lords can set their own dock fees for the lands they control. So that is the best I can do." He picked at a scar along his chin idly.
The Volantine man with the swords caught Donal's eye, and then smiled. He gestured with his hand to the sword on the right side of his belt. It had the same snake decoration as the man Donal had killed earlier. Then the Volatine made an x across his heart, and he finished by pointing directly at Donal. He winked.

The Volantine does not react but keeps studying Donal.
The Diplomant says, "I understand, if you could guarantee just a ten percent tariff then we would be able to move forward."
Aenys thought a moment, and then nodded, "Write it up Dawnrose. We have a deal." He said to the high ranking Volantine.
